最近出たばかりの本ですので、良好な状態です。
2021年7月3日、熱海市伊豆山で発生した大規模土石流災害。
死者27人、行方不明1人。全壊家屋多数、漁港機能を破壊し、東海道本線も寸断…。
当初は自然発生的なものと報道されたが、工事残土による盛り土の崩壊が原因という「人災」であったことが発覚した。
不法な残土ビジネスが生み出した大量の土砂が、危険な状況のまま20年も放置されていたという、起こりうるべくして起きた「人災」であった。
どうして未曾有の災害を防げなかったのか。
「捨て賃が安いから…」
悪質業者に狙われた静岡県。
行政はなぜ有効な対策を取ら（れ）なかったのか。
