一九二七年ニューヨーク生れ。ハーバード大学政治学教授。同大学ジョン・オリン戦略研究所ディレクター兼務。一九七七?七八年米国国家安全保障会議、安全保障政策担当コーディネーターを務める。アメリカを代表する戦略論の専門家。政治学、戦略論、国際関係論に関する著作は『第三の波:二十世紀後半の民主化』ほか多数。
