10年前、高校生のハ・ドヤ(クォン・サンウ)は、アナウンサーの面接に行くソ・ヘリム(コ・ヒョンジョン)を助ける。ドヤは不良だったが、父親が権力者に辱められたことから奮起、またヘリムのためにも頼もしい男になろうと検事を目指す。一方ヘリムはアナウンサーになるが、夫がテロリストに拉致され帰らぬ人となったときの、国民に対しての国の無力さ・非情さに失望。放送局に対抗したため解雇され、故郷に戻る。ドヤは努力の末、検事になったが、“熱血”があだとなり地方へ左遷され、そこでヘリムと再会を果たす。ひょんなんことから縁が続く二人だったが、ドヤの熱い思いに支えられ、いつしかヘリムは韓国初の女性大統領を目指すことになる。
