昭和30年代―。巨大企業・国民航空社員の労働組合委員長、恩地 元(渡辺 謙)。組合委員長として職場環境の改善に取り組んだ結果、恩地を待っていたのは会社からの海外赴任辞令だった。恩地はパキスタン、イラン、そして路線の就航もないケニアへと赴任。会社は帰国をちらつかせ、恩地に組合からの脱退を迫る一方で、露骨に組合の分断を図っていた。そんな中、共に闘った同期の行天四郎(三浦友和)は早々に組合を抜け、エリートコースを歩みはじめる。同僚でありながら行天の愛人の国際線客室乗務員・三井美樹(松雪泰子)は、対照的な人生を歩む2人を冷静に見続ける。行天の裏切り、更に妻・りつ子(鈴木京香)ら家族との長年にわたる離れ離れの生活―。焦燥感と孤独とが、恩地を次第に追いつめていく。十年におよび僻地での不遇な海外勤務に耐え、本社へ復帰を果たしたものの、恩地への待遇が変わることはなかった。逆境の日々のなか、ついに「その日」はおとずれる。航空史上最大のジャンボ機墜落事故。想像を絶する犠牲者の数―遺体の検視、事故原因の究明、補償交渉。救援隊として現地に赴き、遺族係を命ぜられた恩地は、誰も経験をしたことがない悲劇に直面し、苦悩する。墜落は、起こるべくして起きた事故だったのか。政府は組織の建て直しを図るべく、新会長に国見正之(石坂浩二)の就任を要請。恩地は新設された会長室の室長に抜擢される。「きみの力を借りたい」。国見の真摯な説得が恩地を動かした。しかし、それは終わりなき暗闇の始まりだった・・・・・・。
