ロボット工学が急激な進化を遂げた近未来。人間のあらゆる社会活動を代行する“サロゲート”と呼ばれる身代わりロボットが開発され、人類は自宅からサロゲートを遠隔操作するだけで、リアルな現実世界に生身の肉体をさらす必要はなくなった。アクシデントや犯罪によって危害を加えられても、サロゲートが破損するだけで、使用者には何の影響もないのだ。しかし、起こるはずのない殺人事件がこのユートピアに暗雲をもたらす。あるサロゲートが破壊され、後頭部にはめ込まれたIDチップは黒焦げになっていた。そして、同時に持ち主であるオペレーターが操作をするスティムチェアーの上で、眼球破裂して死亡したのだ。サロゲートへのダメージが使用者に及ぶとなると、この社会システム全体が破滅してしまう。捜査を開始したFBI捜査官グリアー(ブルース・ウィリス)は、サロゲートを開発したVSI社に事件の謎を解く鍵があると推理する。しかし、グリアーの想像を遙かに超える恐ろしい陰謀は、サロゲート社会全体を破滅へと誘うカウントダウンをすでに開始していた。人類とサロゲート、待ち受ける未来は、共存か、断絶か―。
