堂念組若頭・土方頼則(小沢仁志)は、堂念組と侠尽会の抗争で窮地に追い込まれていた。そこで若頭補佐のポストの補充に神波竜二(本宮泰風)他、土方の舎弟筋の人間を昇格させた。しかし、裏切って死んだ細川筋の江崎たちは不満に思っていた。そんな時、神波がカジノ候補地が東京になるネタを掴む。東京のシマを抱えている細川たちが動こうとするが、土方はそれを制止した。組長の堂念(白竜)は土方本人にこの件を命じた。カジノ候補地に土地を多く持っていたのは上白倉庫の会長・上白惣二朗(岡崎二朗)だった。しかも上白は土方の実の父親でもあり、堂念は今回の案件は親子仲の修復も兼ねて命じたのであった。何十年ぶりかの再会に喜ぶ上白だったが、土方は冷ややかだった。上白に虐待を受けていた幼少時代の思い出が今も甦ってくるからだ。上白は土地を破格で堂念組に譲渡する条件に息子の土方が堅気になることを条件として出してきた。土方は堂念に相談するのだが…。
