世界核戦争の果てに、世界は三大国に大別され、常に戦争状態にさらされていた。大国のひとつオセアニアは、偉大なる指導者“ビッグ・ブラザー”の元で抑圧的な全体主義に支配されていた。首都ロンドンの“真理省”に勤める下級役人ウィンストン・スミス(E・オブライエン)は、四六時中、家でも街角でも常に“テレビジョン”によって監視される生活や、日々変わる党の方針に沿って、過去の全ての文書や記録、印刷物を書き換え、常に歴史を改変させていくという果てしない仕事に嫌気がさしていた。そんな時、ジュリア(J・スターリング)という女性と恋に落ちてしまう。それは禁断の恋愛であった。党の方針により、恋愛やセックスは反逆罪とみなされていたのだ。しかし、党に反抗するがごとく、二人は逢瀬を重ねる。ある日、二人は、ウィンストンの所属部署のトップである党幹部オコーナー(M・レッドグレーヴ)から、彼が実は反政府組織の一員であるという驚くべき事実を知らされる。さらに組織のために働くよう要請され、反政府活動にのめりこんでいく。そしてついに、愛を重ねる二人の部屋を思想警察の一団が襲いかかった.....。
